Trouble with mmf 2.1 with no volume

Howdy I was hopeing someone could help me outI have a new music hall mmf 2.1 run through a harmon kardon 3470 whene I ran it on the phono input I got little volume from the system ,vol was up all the way but it sounded like it was only turned up to 1/4 of the way so I installed a pre amp but no luck even with the amp the vol is not what I think it should be I'v tryed three different inputs but still the same outcome verry little vol, I'v tryed switiching from mm to mc still no luck is this a bad turntable?Do I expect to much? Any one have an idea. Brett
