Question on SR Tesla Powercell Review

I just read the review but was no very clear whether the Powercell was used strictly for preamp and front end
or was the power amp plugged into Powercell also for the review.
I live in an apartment building so power line is not all that great, depsite dedicated line for my stereo.
However, I tried a few AC conditioners with very good result on my front ends (Hydra 8 version II ,Audience to name a few)
but nothing so far that did not have some serious negative impact on power amp (Jadis JA200 monos and more recently
ASR Emitter 2 Exclusive). I noticed improvement in certain area using conditioners with both amps which I like but it just does
not balance out the bad part and wonder if Powercell might have better luck
