Power conditioner vs voltage regulator

I am looking to purchase a Belkin PureAV power conditioner/surge protector for my new gear. I do not have it in my budget to purchase a conditioner that also includes automatic voltage regulation. APC makes a nice voltage regulator that is reasonably priced. Would it make sense to go from the power source to the AVR to the conditioner to the gear? If the voltage coming through to the conditioner is stable wouldn't this provide extra protection for the gear? I have been experiencing some loud "popping" through my speakers periodically and I was hoping that this combination would keep that from happening.

The popping 'could' be spikes in the AC, in which case the APC unit would filter it out. We have used many conditioners but the APC units are clearly designed/built the best.
