I have a 14 room tanning salon and want to install lcd monitors or tv in each room and want to play informational and advertisement dvds in all rooms simultaneously. I have a very small budget and using refurb equip is likely. I just dont know which way or how to go about it. Any info would be appreciated

Doing this right is not is not going to be with refurb gear. The way you are thinking of going will only deliver a constant flow of headaches...
 
If you MUST do this cheaply get a separate DVD player and monitor for each room. At the beginning of each tanning session have your employee restart the DVD at the beginning. You might even want to offer clients the option of listening or watching their own program material - if you have a DVD player in each room they would be able to do that easily.

Following along the lines of Steven's suggestions, I thought I would add that you might want to consider LCD TVs with built-in DVD players for even greater simplicity.
It's a relatively cheap, simple solution that involves minimal wiring hassles (and minimizing wiring hassles, I think, is where you will likely realize your greatest cost savings).
