HD sound

Question
When an on air hd program is on the sound seems muted, or more correctly, must be turned up, but when a comercial comes on it is much louder than the programing, I assume it's because of limited bandwidth during hd programing, video requires more data room so the audio is not compressed (hopefully any more than it was)but is less loud, err les amps
Not looking for a way around it, just for the reason

I don't think it has anything to do with bandwidth. I do know that commercials are usually louder than the program sound in order to grab your attention. If there's a big discrepancy between the program and commercial sound, it's likely being caused by the broadcaster.
