Can the ARC in the D2v be used on the subwoofer also on 7.1 systems on the surrounds.

The answer to both questions is "Yes."
ARC is designed to provide EQ for the subwoofer and also to provide EQ for surround speakers in 5.1 or 7.1-channel system configurations.
